What the inspector wrote

This is an amended report of a report originally dated 04/24/24. On 04/24/24 at 1:15pm, Licensing Program Analysts (LPA), Samantha Clenista and Selina Siao conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAs met with Applicant/Licensee Representative, Elisa Felix and Elisua Felix (Center Director). Applicant is requesting to be licensed for 30 children ages 2-5 years old in Classroom 1 and Classroom 2. Fire clearance was granted on 04/11/24. There is a special condition on the fire clearance that limits the facility to have no more than 5 children under 3 years at any given time in this facility. Hours of operation will be Monday thru 7:30am- 4:30pm. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Facility Representatives that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities to ensure their overall health and safety. When medications are on site, Facility Representative stated that they will be in a locked box located in the director\342\200\231s office. A fully equipped first aid kit is located in kitchen. There is an operational carbon monoxide detector on site located on the ceiling of the lobby. There are missing required postings. Children will be signed in and out via Brightwheel. LPAs continued to tour the facility an d measured all indoor and outdoor activity space. Total indoor activity space m easured 2,139 sq. ft . , which is sufficient to accommodate the requested overall capacity of 30 children. LPA ob served all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available inside and outside the classrooms via refillable Sparklett water jugs, which is scheduled to be delivered every 2 weeks. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. LPAs observed a total of 3 sinks and 3 toilets available for children\342\200\231s use. There is a separate staff restroom equipped with a toilet and a sink located in the main building (6248 El Cajon Blvd. Suites A and B). The isolation area for children who are ill will be the Director\342\200\231s Office and staff restroom, wh ich is also located in the main building. Licensee Representative is reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Facility will provide lunch, AM and PM snack. The kitchen area currently has a refrigerator, microwave and oven. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are accessible. The facility currently has a fully fenced playground area for each component (toddler and preschool). Fencing (horizontal wooden picket fence) is at least four feet high. The total square footage for all the outdoor activity space for the preschool is 1,669.40 sq. ft., which is only sufficient for 22 children, insufficient for the number of children being requested (30 children). A playground waiver to share the preschool playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via sail shade. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground which is age appropriate for the children served, which is properly anchored. There is adequate cushioning in fall zones of climber provided via turf. LPAs observed all hazardous items on the playground to be inaccessible to children. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Facility Representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A license for 30 preschool children (ages 2-5yo) will be granted upon a final file review. The following corrections are needed prior to the issuance of the license: Update parent handbook to mention that the facility does not plan to care for children that need incidental medical services at this time. Make the kitchen door inaccessible due to their being hazardous items within the room. Change the sign outside of the facility to reflect the appropriate name of the facility. Label the preschool classrooms to distinguish Classroom 1 and 2. Place cushion cover on corners of the lower shelves in Classroom 1. Post the following paperwork upon entry; personal rights (LIC613A), sample menu, car seat (PUB269) and daily schedule. Submit updated rental agreement to reflect appropriate suite numbers for the facility address. Submit playground waiver request to share the preschool playground at separate times in the AM and PM due to limited outdoor space. Submit a playground waiver request to share the playground which is located between two addresses (6248 El Cajon Blvd. Suites A and B, and 6250 El Cajon Blvd. Suites 101-104), which the facility has control of property over and operates in. Submit a waiver to have the same person be the director at this location and the facility next to it which Licensee also operates in (6248 El Cajon Blvd. Suites A and B). Facility representative understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
