The patterns were obvious once you could see them: clusters of the same violation type hitting facilities in the same area, the same week. Clear signal. But completely buried in government portals, PDFs, and spreadsheets that nobody has time to dig through.

I'd solved this same problem before
At Vogue, I discovered fashion professionals were manually writing down their favorite runway looks in Notes apps—hunting through hundreds of shows, keeping personal lists nobody else could see. I built a feature that let them save looks directly. Daily users jumped 42%.
At REEF Technology (ghost kitchens), I saw terrible customer reviews despite high sales numbers. When DoorDash and UberEats wouldn't share detailed data, I rerouted customer service calls to track the real problems ourselves. Discovered the kitchen workflows were completely wrong. Reorganized them like McDonald's does. 70% efficiency gain.
Same pattern every time: People doing manual workarounds. Important information buried in places they can't easily access. Clear patterns hiding in plain sight. Nobody connecting the dots.
