87468.2 Additional Personal Rights of Residents in Privately Operated Facilities(a) In addition to the rights listed in Section 87468.1, Personal Rights of Residents in All Facilities...have all of the following personal rights: (1) To have a reasonable level of personal...accommodations, medical treatment...visits...This requirement is not met as evidenced by: Based on observation, interview, and record review, the licensee did not comply with the section cited above in by not allowing all home health, hospice, vendors and medical personnel enter the facility before wearing full PPE to make home health visits with residents. There is no local county or state guidance that wearing PPE gown, mask and gloves is a mandated requirement for health professionals which poses a potential health, safety or personal rights risk to persons in care.

Based on record review, the licensee did not comply with the section cited above in by not having S2 associated to the facility which poses an immediate health, safety or personal rights risk to persons in care.

Based on record review], the licensee did not comply with the section cited above in by not having an Appraisal Needs and Services (ANS) for R1's foley catheter that documents that the bag and tubing are changed by an appropriately skilled professional and appropriately skilled professional outlining the instruction of the procedures delegated and the names of the facility staff who have been instructed to empty the cathter bag which poses a potential health and safety risk to persons in care.

Based on record review, the licensee did not comply with the section cited above in by not having written documentation by an appropriately skilled professional outling the care of R1's foley catheter which poses a potential health and safety risk to persons in care.

Based on observation, interview, record review, the licensee did not comply with the section cited above in not having R4 without an approved exception and R4 is not on hospice care which poses an immediate health, safety or personal rights risk to persons in care.

Based on observation, interview, record review, the licensee did not comply with the section cited above in having a bedridden resident without an approved bedriddenfire clearance for R4 (resident #4) which poses an immediate health and safety to persons in care.

Based on observation and record review, the licensee did not comply with the section cited above in having resident with hospital bed and not on hospice which poses a potential health, safety or personal rights risk to persons in care.
