What the inspector wrote

On 2/25/2022 at 12:05 PM, Licensing Program Analyst (LPA) L. Francisco arrived unannounced to conduct complaint investigation for the above allegation. LPA met with Administrator Yanlin "Cynthia" Huang and explained the purpose of the visit. During the complaint investigation, LPA conducted a tour of the facility. Based on information obtained, facility has inappropriate locking device on facility doors. LPA observed a latch above the front main entrance and R1's exit door. Based on LPAs observationss, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations (Title 22, Division 6, Chapter 8), are being cited on the attached LIC 9099D. Exit interview conducted. Appeal Rights and a copy of this report provided.

Thiis requirment was not met as evidence by: Based on observation, Licensee did not comply with the regulation cited above. LPA observed a latch installed in the front main entrance door and R1's exit door which poses an immediate health and safety risk to residents in care.
