What the inspector wrote

On 2/23/2023 at 1:20 PM, Licensing Program Analyst (LPA) L. Francisco arrived unannounced to conduct an intial 10-day complaint investigation for the above allegation. LPA met with Administrator, Arpad Nagy and explained the purpose of the visit. During the 10-day complaint investigation, LPA obtained information and toured facility. It was alleged chemicals are accessible to residents in care. Based on photos obtained from another agency, unlocked cleaning supplies in the laundry room were accessible to residents. Based on LPAs observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. California Code of Regulations (Title 22, Division 6, Chapter 8), are being cited on the attached LIC 9099D. Exit interview conducted. Appeal rights and a copy of this report provided to Administrator.
