What the inspector wrote

Based on record review and interviews, the preponderance of evidence standard has been met, therefore the allegation is substantiated. Deficiency is cited from Title 22 California Code of Regulations and listed on 9099D. Deficiency was discussed with the ED. Exit interview conducted. Appeal Rights and copy of this report provided.
