What the inspector wrote

At 10:20 AM LPA Casillas conducted a physical plant tour with the Administrator. During the investigation, interviews and record reviews were conducted from 10:00 am to 12:00pm. LPA requested resident roster, LIC 500, and liability insurance. Liability insurance will be emailed to LPA. LPA requested copies of pertinent information relevant to the investigation including but not limited to, resident records, receipts for repairs and any other information pertaining to resident care. Allegation: Staff did not provide a comfortable temperature for the residents. It is alleged that staff did not provide a comfortable temperature for the residents. Regarding this allegation, it was reported that the temperature in the facility was at 88 degrees Fahrenheit due to the Air Conditioning (AC) unit being broken, this caused the facility to be too hot for residents in care. Interview with Administrator revealed that the AC unit had been broken for a few days. However, a repair company has resolved the issue on 07/29/24 and the AC unit is now working properly. LPA received a copy of the receipt which states repairs done, parts replaced and date of repair. Administrator stated that due to being in an area of extreme weather conditions, the repair companies do not have appointments readily available because of the number of repairs needed this time of the year, this is something that is out of the Administrators control as the facility depends on an outside source to repair the AC unit. The Administrator states that to make residents comfortable they were offered cool showers, ice cream, and cool drinks throughout the day to keep them refreshed and hydrated. The residents were also offered outings to cool areas such as the local mall and library to stay cool during peak heat hours. LPA observed that all the resident rooms and common areas had fans to use as an alternative. During the tour LPA looked at the AC unit outside, it was on and operable. From 10:00 a.m. to approximately 11:30 am, RYOBI temperature gun measured the temperature inside of the facility at 78 in the living room/common area and in different rooms the readings were 81, 78, 73, 77, 79 degrees Fahrenheit. House thermostat reading was 74 degrees Fahrenheit upon entry. At 11:16 am the temperature outside read at 97 degrees Fahrenheit per LPA weather application on phone. Interview with S1 also revealed that although the AC unit was broken, staff offered alternatives to cool off residents. S1 stated that the AC unit is now repaired, and the facility is comfortable. LPA attempted to interview one (1) resident that was present, but they declined. Therefore, based on observations, interviews, record review and ROYBI temperature gun reading, this allegation is deemed Unsubstantiated. No citations issued. Exit interview conducted. A copy of this report was provided to Administrator.
