Based on the information obtained, there was insufficient evidence to corroborate the allegation of staff confiscating R1's personal items. Therefore, the allegation is deemed Unsubstantiated at this time. Both were able to communicate with the LPA during this investigation. Although S1 does speak another language, and rely on a phone/device to make translation at times, S1 is still able to communicate with the residents. Moreover, the administrator, who speaks English fluently, is present at the facility for a majority of the time. Interviews with four (4) of four residents were made between 12:00pm and 1:30pm.
