What the inspector wrote

Licensing Program Analyst (LPA) Michael Cava conducted a Pre-Licensing Inspection with the applicant/administrator, Lilit Stepanyan. An Application to operate a Residential Care Facility for the Elderly (RCFE) was received by Community Care Licensing (CCL) on April 14, 2025. A fire clearance was approved on April 18, 2025 for four (4) non-ambulatory residents and two (2) bedridden resident, for a total capacity of (6) six. The applicant is also requesting a hospice waiver to retain six (6) residents. The smoke alarms and carbon monoxide detector are dual, hard wired and inter-connected. The facility has one fire extinguisher located by the kitchen. It was charged on March 25, 2025. Prior to the Pre-Licensing inspection, a Component III power point presentation was held between 8:45am to 9:45am. A tour of the physical plant was initiated at approximately 10:00am and the following was observed: KITCHEN: The kitchen area is equipped with a refrigerator, stove/oven, microwave and sink. Applicant has purchased an adequate supply of perishable and non-perishable food items and emergency water. There is an adequate supply of dining ware to accommodate a maximum capacity of six (6). Knives will be locked in a kitchen drawer. Cleaning supply and detergents will be stored locked underneath the kitchen sink. BEDROOMS: There are four (4) bedrooms designated for client use. Bedrooms #1 and #2 are private rooms having a bedridden fire clearance (per STD 850) in each room. Bedrooms #3 and #4 are shared, having a non-ambulatory fire clearance in both rooms. The applicant furnished the resident bedrooms with beds, night stand, chairs, dresser, bedding and linen. The bedrooms have sufficient lighting and closet space. Auditory alerts at exit doors leading to each rooms were tested and functional. BATHROOMS: The facility has two (2) bathrooms. Both bathrooms are located at the common hallways. Both bathrooms were observed to have the proper fixtures, grab bars, and non-skid mats. The hot water delivered in the bathrooms measured at 108 to 110 degrees. COMMON AREAS: These include the living room and dining room. The living room is equipped with adequate seating/furniture, tables, and a television. There is no fireplace. The dining area has a large dining room table to accommodate six (6). Floors are maintained and in good repair. Hallways and passageways clear of any obstruction. There is sufficient space in the living room to hold indoor activities. LAUNDRY ROOM: The laundry room is located between rooms #3 and #4. Detergents/softners will be stored locked underneath the kitchen sink. The washer/dryer are brand new. MEDICATIONS: There is a locked filing cabinet, located near the entry, where medications and medication records will be stored. STAFF/RESIDENT RECORDS: Staff and resident records will also be kept in the same locked cabinet as medications. Cabinet has multiple locked drawers for storage. GARAGE: Facility has no garage. SURROUNDING GROUNDS: Facility is located in the far back of the property driveway. The driveway leading to the home is clear of obstruction. All entry and exit doors have a functional auditory alert when the doors open. The backyard of the facility has a patio with outdoor furniture to accommodate the six (6) residents. The facility backyard has sufficient yard space. There is no swimming pool or any other bodies of water. Pursuant to Title 22, Division 6 of the CA Code of Regulations, the facility's physical environment appears to be compliant and ready for licensure. CAB will be advised and a copy of this report provided.
