Licensing Program Analyst (LPA) Christian Gutierrez conducted a pre-licensing visit. LPA met with applicant Edjeska Macandili. An initial application was submitted to Community Care Licensing Department (CCLD) for a Residential Care Facility for the Elderly (RCFE). This facility will be licensed to serve six (6) elderly residents, of which five (5) may be non-ambulatory and one (1) bedridden. Fire clearance granted for one (1) bedridden in bedroom #4. This property has never been licensed. The physical plant was toured with the applicant. The facility is in a residential area and is a one-story family home. There are four (4) residents’ bedrooms of which two (2) are private, two (2) shared bathrooms, two (2) living rooms, dining room, kitchen, laundry area with pantry, front yard, back yard, and detached garage. LPA conducted the tour and observed the following: Smoke detectors/carbon monoxide detectors were observed in common areas and in each resident’s bedroom. Residents’ bedrooms were observed to have required furniture such as bed frames, dressers, chairs, lamps, and sufficient closet space. The required bedding was also observed. There are two living rooms for residents. One living room has a covered chimney and office area that has a small, locked refrigerator for resident s medication if needed. The home has two (2) bathrooms, and both were clean and sanitary. The water temperate was tested and measured at 113.7 and 115.1 degrees, which is within the required 105-120 degrees. There are two fire extinguishers in dining area and living room. All appliances in kitchen were observed to be clean and operational. The sharp knives are located in a locked kitchen cabinet that is inaccessible to residents. Cleaning supplies and chemicals are stored in a locked cabinet under kitchen sink. Medications will be locked in a cabinet in kitchen. All files will be kept in office area in living room. The garage will be used for storage. The backyard has a shaded area with patio furniture. The home does not have a pool or any large bodies of water. No records were reviewed since the home has never been licensed. Per California Code of Regulations, Title 22, the facility meets the physical plant requirements. Component III was not conducted due to applicant having several licensed facilities. Exit interview held and a copy of the report was provided to applicant.
