What the inspector wrote

At approximately 12:40 PM, Licensing Program Analyst (LPA) Julie Florio arrived unannounced to conduct a required 1-year annual inspection and met with Christine Arnke, Administrator. Facility is a Residential Care Facility for the Elderly (RCFE) with six (6) residents in care. Facility is approved for five (5) non-ambulatory residents, one (1) bedridden resident, has a Dementia Care Plan, and has a Hospice waiver for six (6). At approximately 1:15 PM, LPA initiated a tour of the facility with Administrator and observed the following: Facility is a one story home, was a comfortable temperature, and passageways were free from obstructions. Water temperatures in residents' bathrooms measured within the allowable range of 105 to 120 degrees F per Title 22 regulations. LPA observed a supply of clean linens, and hygiene, incontinent care, and paper products available for residents. Residents' bedrooms were inspected and observed to have all the appropriate furnishings as outlined in regulation. Cabinets containing cleaning supplies and other items that could pose a risk were locked. Facility has at least two days of perishable food and one week of non-perishable foods, as well as an emergency water supply. Medications were centrally stored and locked. There is a shaded seating area in the front and backyards with outdoor space for activities. LPA observed a locked structure on the property which contained mostly tools, equipment, and chemicals. Facility has internet access and an internet access device available for resident use as required per regulation. Residents were observed engaging with staff and visitors, reading, and watching TV during inspection. LPA observed an activity schedule with music scheduled regularly. LPA observed supplies for other activities. Facility telephone was tested and operational during inspection. Continued on LIC809-C... Continued from LIC809... Facility's fire extinguisher was observed charged and was last serviced 10/2025. Smoke and Carbon Monoxide detectors were tested and operational during inspection. Facility conducts quarterly disaster drills and the last one was conducted 03/2026. LPA observed the facility's infection control plan, first aid kit, PPE, and emergency supplies for emergency preparedness. LPA reviewed facility's emergency disaster plan last updated 11/2025. At approximately 2:00 PM, LPA reviewed three (3) resident records and three (3) staff records. Three (3) of three (3) residents' records contained all the required documentation. Three (3) of three (3) staff records reviewed contained all the required paperwork including proof of training and current CPR/FA certification. At approximately 3:15 PM, medication records were reviewed and were observed managed and stored in compliance with regulation. Administrator states that most of the residents' family members coordinate residents' medical and dental appointments and transportation to and from visits. However, facility assists with coordinating appointment and third party transportation when needed. Facility does not handle P&I. Administrator provided LPA with proof of liability insurance. No deficiencies cited during today's inspection. Exit interview conducted with Administrator whose signature on for confirms receipt of documents.
