What the inspector wrote

Licensing Program Analyst (LPA) Rose Ruppert made an unannounced visit to the facility today to conduct an Annual Required Evaluation. LPA was greeted and granted entry by Flavia Borduz, Administrator/ Licensere. During today’s visit, LPA met with Flavia and Gheorghe Borduz, Licensees. The facility is a six bedroom, three bathroom single story home with an approved fire clearance of five non-ambulatory, one bedridden with a hospice waiver of two. The facility currently has a census of no residents in care. During today’s visit, LPA toured the facility and inspected all smoke detectors, testing hot water temperature in two of two resident bathrooms. The hot water temperature measured between 107.0 to 107.7 degrees Fahrenheit and all smoke and carbon monoxide detectors were operational. The fire extinguisher is charged and was serviced on February 8, 2025. LPA reviewed the Emergency Disaster Plan which is current. LPA toured the kitchen and inspected the food supply and observed the facility retained a minimum of two days perishable and seven days non-perishable food on hand. LPA did not review medications since there are no residents in care. A First Aid Kit had all of the required elements. LPA observed the PUB 475, See Something, Say Something sign in the hallway. Currently the liability insurance has lapsed since there have not been residents in care for almost two years. Licensee will notify the Department when they decide to accept new residents and will show proof of current liability insurance at that time. Currently the facility does not plan to accept residents in the near future but does not wish to close. (Continued on LIC 809-C) (Continued from LIC 809) LPA toured the exterior of the property and observed a shaded seating area. Temporary rain gutters were installed during the rainy weather but are removed after the rain. There is ample space for activities and various fruit trees in the yard. LPA reviewed two of two staff training and fingerprint records and staff training is current. Licensing fees are current and licensees updated the facility phone numbers. LPA confirmed that administrator has a current administrator certificate which expires on September 17, 2027. Based on the observations made during today’s visit, the facility appears to be in compliance with Title 22 Division 6 of the California Code of Regulations, no deficiencies cited on this date. An exit interview was conducted with Flavia Borduz, Licensee.and a copy of the report was given at the time of the visit.
