Licensing Program Analyst (LPA) Samer Haddadin made an unannounced visit for the purpose to conduct the Required 1 Year Inspection. LPA arrived at the facility and met with Administrator (AD) Arda Kardjian who stated that there are no residents in care. LPA verified during the record review that the Department was notified on November 14, 2020, by AD that the facility had low occupancy and had moved the residents to another facility owned by AD. The facility is active without any residents. LPA and AD toured the exterior and interior of the facility and the following were observed at the time of inspection: LPA observed there are no residents in care. This is a single-story facility which had six resident bedrooms and two resident bathrooms, kitchen, dining room, and an additional dwelling unit. The two exit gates were self-closing and self-latching. LPA inspected the resident bedrooms, and although with no resident in care at the time of visit, resident rooms were provided with furniture, chair, and clean Lenin adequate storage space, and kept free of tripping hazards. Manual smoke detectors, carbon monoxide and auditory exit alarms were tested to be operational. The water heater was turned off at the time of inspection, so the reading was not measured due to zero occupancy. The fire extinguisher was serviced on December 5 th , 2024. LPA observed no files to be reviewed due to no residents occupying the facility. Licensee will notify the Department to inform of when and if a change of ownership takes place or when the facility occupies residents to their care. Based on the observations made during today's visit, no deficiency is being cited as per Title 22 Division 6 Chapter 2 of the California Code of Regulations. An exit interview was conducted with Administrator Arda Karjian, and a copy of this report was provide at exit.
