What the inspector wrote

On November 17, 2025, Licensing Program Analyst (LPA) Garlli Tat conducted an unannounced visit to the facility for the purpose of a required annual inspection. LPA explained the purpose for the visit and was greeted and granted entry by Administrator Naomi Ionescu and Emanuel Ionescu. The facility is a Residential Care facility for the Elderly (RCFE) licensed for six residents, six of which may be non-ambulatory, one of which may be bedridden, and three of which may be on hospice. LPA toured the interior and exterior portions of the facility with AD. For this visit, there are no residents in care. There are two private and two shared resident bedrooms. The Administrator reported that the facility is currently in non-operation. The Administrator would like to keep the home licensed and has continued to pay the annual fees on a yearly basis. The facility has never had residents in care since the beginning of licensure. LPA obtained a copy of a written statement that if and when the facility becomes operational, the Administrator will notify the LPA and ensure the home is ready for licensure. A case management visit will be conducted before the Administrator accepts their first resident. The facility will remain licensed, but non-operational until then. No deficiencies noted, an exit interview was conducted and a copy of this report was provided and reviewed with Administrator Emanuel Ionescu. Technical advisories were issued.
