What the inspector wrote

Licensing Program Analyst (LPA) Rose Ruppert made an unannounced visit to the facility today to conduct an Annual Required Evaluation. LPA was greeted and granted entry by Staff #1 at 8am. During today’s visit, LPA met with Claudia Olteanu, Administrator. The facility is a level 3, single story, four bedroom, three bathroom residential home with an approved fire clearance of six non-ambulatory clients of which one may be bedridden. The facility currently has a census of four clients in care. LPA tested the carbon monoxide and smoke detectors and both were operational. The fire extinguishers were charged and were inspected on January 21, 2025. The facility's last fire drill was conducted on January 10, 2026. LPA inspected the kitchen and observed a weekly menu. All appliances were in working order. The facility had two days of perishable supplies and seven days of non-perishable items There were additional emergency food and water supplies in the garage. Sharps and knives were secured in a locked drawer in the kitchen. Hazardous chemicals and cleaning supplies were locked and stored underneath the sink. During the visit, LPA toured three of three resident bedrooms and one staff room. LPA tested hot water temperature in one of one resident bathroom. The hot water temperature measured 112.6 degrees Fahrenheit. Resident rooms were clean and had the required furnishings of a bed, lighting and dressers with ample closet space. (Continued on LIC 809) (Continued from LIC 809) LPA reviewed P & I funds which were accurate. LPA and Manager audited the medications for four of four residents. Medications are being given as prescribed. The facility has a First Aid book and the First Aid kit had the required elements. LPA also observed the PUB 475 See Something, Say Something poster posted in the entryway. LPA walked the exterior of the property and the exterior gates were self-latching. All pathways were clear of obstruction and a shaded patio was observed with plenty of outdoor space for activities. LPA noted the Additional Dwelling Unit (ADU) is only used for storage. LPA observed one resident leaving for Day Program, two residents eating breakfast and one resident on a tablet. LPA reviewed three of three staff training and fingerprint records and a complete review of resident records. Staff training were current. LPA interviewed alert residents regarding their quality of care and staff present regarding care provided. LPA confirmed the Administrator has a current Administrator's certificate which expires on June 13, 2026. Administrator paid licensing fees during visit and all fees are current. Based on the observations made during today’s visit, the facility appears to be in compliance with Title 22 Division 6 of the California Code of Regulations, no deficiencies cited on this date. An exit interview was conducted with Claudia Olteanu, Administrator and a copy of the report and files reviewed (LIC 858 & LIC 859) were given at the time of the visit.
