What the inspector wrote

Licensing Program Analyst (LPA) Joseph Alejandre made an unannounced visit to conduct the pre-licensing inspection. LPA met with applicant Yama Raawee. An initial application to operate an Residential Care Facility for the Elderly (RCFE) for 6 non-ambulatory residents of which 6 can be bedridden was submitted to Community Care Licensing (CCL) on January 28, 2025. Structure . The facility is a one story house with 6 bedrooms, 1 staff room, 6 bathrooms, living room, kitchen, dining room and an attached 2 car garage. LPA observed all 4 fire extinguisher are fully charged. LPA observed the fireplace in the living room is screened. The key that operates the fireplace is kept locked. LPA observed the See Something, Say Something sign posted next to the front door. Facility currently does not have a phone. Furniture , LPA observed all the resident rooms have the required furnishings except bedroom 5 which did not have a chest of drawers. LPA observed the TV in the living room is on the floor and the TVs in the resident rooms are on the floor. LPA observed none of the exit doors had door alarms. Bathrooms . Facility has 6 bathrooms and all bathrooms are clean and operational. LPA observed the bathroom doors had dead-bolts holes in them. Water Temperature . LPA measured the hot water at 119.3 degrees Fahrenheit. Emergency Phone Numbers & Exit Plan . Posted at the main entry of the facility. The facility's theft and loss policy was not posted. Appliances . LPA observed the stove, oven and refrigerator are all clean and operational. Food Service . Facility has no residents at this time, there is no food at the facility. Toxins and cleaning supplies are kept locked in the garage. Clients & Staff Files will be stored in a cabinet in the dining room. Medications will be kept locked in a kitchen cabinet. First-Aid Kit & Book are kept in the medication cabinet. LPA observed the first aid kit does not have a First Aid book/manual. Reading Material, Games, Equipment & Materials . No reading materials or games at the facility. Fire clearance , the fire clearance was approved by Orange County Fire Authority on April 24, 2025. Backyard . LPA observed no bodies of water. There is a table with an umbrella and chairs for residents to sit outside. Both exit gates are latched and operational but are not self closing and did not have door alarms. LPA observed lumber and building supplies stacked by the fence on the side of the house. Smoke Detectors/Carbon monoxide detectors tested operational. Component III: Conducted with the applicant. Information provided on how to operate the facility in compliance with Title 22. The following items must be corrected prior to the facility being licensed. Bedroom 5 must have a dresser or chest of drawers. The dead-bolt holes in the bathroom doors must be fixed. All of the TVs must be removed from the floor and mounted so they are not a trip hazard. There must be reading material and games available for residents. The Theft and Loss Policy must be posted. The first aid kit needs to have a first aid book/manual. All the lumber and debris must be removed from the backyard/side of the house. Both exit gates need to have a return spring mounted and door alarms. Facility needs a 3 day emergency supply of food and water. Facility needs to have phone service. All bathroom showers must have non-slip mats. All exit doors must have door alarms. LPA informed the applicant that final approval for licensure will be approved by CAB in Sacramento. At this time the facility is not ready to be licensed. Exit interview was conducted and a copy of this report was provided to the applicant.
