What the inspector wrote

Licensing Program Analysts (LPA) Jerome Haley made an announced visit for the purpose of conducting a pre-licensing evaluation. LPA Haley was greeted and granted entry by applicants Domingo Abarquez, Daryl Abarquez, and Alexander Tecson. Initial application: To operate a Residential Care Facility for the Elderly (RCFE), with a capacity of 4 (ambulatory only), was submitted to the department for licensure. Fire clearance: Orange County Fire Authority granted the Fire Clearance March 5, 2025 Structure: The facility is a single level structure, with an attached garage. There’s a total of 5 bedrooms: 4 bedrooms for residents & 1 bedroom has been converted to a staff office space. There’s living room space, a dining area, and two bathrooms. Bedrooms (Residents): All bedrooms have the required furnishings: bed, lamp, chair, storage space, and a smart television.. Bathroom(s): Bathrooms are equipped with a working toilet, wash basin, and shower. Garb bars and non-skid matts were observed inside the shower. Kitchen: 4 of 4 burners and the warmer were operational on the gas stove. Sharps are kept locked in a drawer near the stove. Soaps and cleaning chemicals are locked below the sink. Sharps and chemicals are stored separately. Food Service: LPA Haley observed a well stocked supply of perishable and non-perishable food items that meet regulation requirements. An additional non-perishable food supply was observed in the garage. Office Area: There’s a locked office near bedroom 4 with a computer, printer, and additional storage cabinets. Continued on LIC809C Garage Area: The garage is clean and very well organized. There's a laundry area in the garage equipped with a washer and dryer. A emergency bin with an emergency food supply, hygiene items, PPE, and other emergency items were observed, as well as an emergency supply of water. Toxins: All toxic chemicals, soaps, detergents, and cleaning solutions are inaccessible to residents and locked in a cabinet in the garage. Resident & Staff Files : Resident and staff files will be stored in a locked closet near the front door. Medications/First-Aid Kit: Residents medications will be stored in the kitchen in a locked cabinet above the counter. There’s a first aid kit in the closet next to the front door with all required elements. Linens & Hygiene Supplies: All residents bedroom had a hygiene caddy with a supply of hygiene items. In the garage an additional supply of hygiene items for clients was observed. Backyard/Exterior: The backyard is clean and organized. A table with a sunshade and chairs was observed. All walkways were clear and free of obstruction. The side exit gate is self-latching. Bodies of Water: No bodies of water observed. Smoke/Carbon Monoxide Detectors: Smoke and carbon monoxide detectors tested operational. Fire Extinguisher: One fire extinguisher was observed mounted in the living room/activity area. A second extinguisher was observed mounted on the wall in the garage. Emergency Phone Numbers, House Rules, Exit Plan & Menu: Several facility postings were posted in on a hallway wall and readily available for review. Component III: Waived by applicant and licensee as Component III has been presented to them previously. No corrections are needed. The facility will be recommended for licensure. An exit interview was conducted, and a copy of this report was provided.
