Licensing Program Analyst (LPA) Samer Haddadin conducted an announced pre-licensing visit to the facility as a follow-up to the inspection completed on September 29, 2025. LPA toured the interior and exterior areas of the property and observed the following. The facility is a one-story home consisting of six bedrooms, three bathrooms, and an attached three-car garage. At the time of the visit, there were no residents in care. The facility intends to operate as a Residential Care Facility for the Elderly. During the inspection, LPA conducted a full tour of the physical plant. This included testing all smoke detectors, measuring hot water temperatures in both restrooms, and checking the audio alarm devices at all exit doors. Hot water temperatures measured between 112.5 and 117.9 degrees Fahrenheit. All smoke detectors were operational. The fire extinguisher was fully charged with a current inspection date of March 7, 2025. The exterior grounds were inspected, and no bodies of water were present. The outdoor space was adequate for resident use, and all emergency exits were observed to be unobstructed. The administrator confirmed that a two-day supply of perishable food items will be maintained once residents are admitted. Knives and cleaning supplies were secured in a locked kitchen cabinet. Medication storage was locked and inaccessible to residents. The First Aid Kit was inspected and contained the required items. All necessary department postings were displayed near the facility entrance. The Administrator was advised that final application approval will be issued by the Centralized Applications Bureau in Sacramento. An exit interview was conducted, and a copy of this report was provided to the Licensee.
