What the inspector wrote

Licensing Program Analyst (LPA) Fred Arias made an announced visit to the facility for the purpose of conducting a pre-licensing inspection. LPA met with designated Administrator (AD) Daniel Datcu. An application to operate an Resident Care Facility for the Elderly (RCFE) was received by our agency on August 25, 2025, for a total capacity of six residents. The fire clearance was approved by a fire inspector from the City of Costa Mesa on September 29, 2025. The facility is a two-story home with six resident bedrooms, two bathrooms, a living room, a kitchen with a dining area, and an attached garage on the first floor. The second floor consists of a bedroom, bathroom, and living room along with separate living quarters that is accessible from a stair case on the exterior of the facility. No residents are designated to live on the second floor. Resident bedrooms had the required furnishings. LPA observed all beds had the required linens and blankets. Hot water measured between 111.5 and 113.7 Fahrenheit degrees. Bathrooms were observed to be operational and have a working toilet, wash basin, and bathtub/shower. Toxins were secured and locked underneath the kitchen sink. Sharps are secured in a kitchen drawer. Kitchen appliances are operational. There is a phone and internet access for clients. LPA observed the locked cabinet where the client medication will be stored, making them inaccessible. LPA observed emergency lighting and a complete first aid kit. LPA observed the See Something, Say Something poster (PUB 475) and Personal Rights documentation posted on the wall. LPA observed the backyard to be free of obstructions and debris. LPA observed a shaded seating area in the backyard for resident use. LPA observed the smoke detectors to be operational. LPA observed the fire extinguisher fully charged. LPA conducted Component III presentation with AD. LPA will provide copy of this report to Centralized Applications Bureau for review and final determination of the application. LPA conducted an exit interview and a copy of this report was provided to the facility.
