What the inspector wrote

On March 18, 2026, Licensing Program Analyst (LPA) Brandon Lopez made an announced visit to the facility to conduct the Pre-licensing inspection. LPA was greeted and granted entry into the facility by Licensee (LI) Tamala Murray. LPA observed that Tamala Murray has a valid Administrator certificate which expires on August 28, 2027. An initial application to operate a Residential Care Facility for the Elderly (RCFE) for a capacity of six residents, all of which can be non-ambulatory, and a hospice waiver for two, was received by Community Care Licensing (CCL) on September 30, 2025. This is an initial application with no residents in care. The facility received an approved fire clearance by the Orange County Fire Authority Inspector Kim Brown on November 4, 2025. The facility is a single story home with four resident bedrooms, two of which will be shared, three bathrooms, two of which will be shared by residents, a living room, a family room, a dining room, a kitchen, and a detached three car garage. On today's visit, LPA accompanied by the LI, conducted a tour of the interior portions of the facility. LPA observed the See Something, Say Something poster (PUB 475) mounted on the wall in the family room. LPA inspected the four resident bedrooms and observed them to be free of hazards. LPA observed resident bedrooms to have the required furnishings of a bed, a chair, a chest of drawers, and a lamp. LPA observed resident beds to have clean mattresses, linens, and blankets. LPA observed additional linens to be stored in hallway closets. LPA inspected the two shared resident bathrooms and observed them to be free of hazards. Resident bathrooms were equipped with grab bars and nonskid floors. Faucets and toilets were operational. Hot water temperature measured between 115.8 and 116 degrees Fahrenheit. CONTINUED ON 809-C LPA observed kitchen appliances such as the refrigerator, the dishwasher, and the microwave to be clean and operational. LPA observed the six burner gas stove lights unassisted. LPA observed the facility has a three day emergency food and water supply stored in the kitchen. LPA observed kitchen knives and sharps to be stored in a locked kitchen cabinet. LPA observed that medications will be kept in a locked cabinet by the kitchen. LPA observed the facility has a first aid kit stored in the locked cabinet by the kitchen and it has all the required components. LPA observed first extinguishers to be mounted on the walls in the family room and near the kitchen. Fire extinguishers were observed to be charged and up to date on service. LPA tested the wired smoke detectors/carbon monoxide detectors which tested operational. LPA observed fire places in the living room and in the family room and they were observed to be adequately screened and not be in operation at time of visit. LPA observed activity materials such as board games, puzzles, and books to stored in the family room. LPA observed chemicals and toxins to be stored in a locked cabinet located in the staff bathroom. LPA observed staff and resident files will be kept in a locked cabinet in the dining room. LPA observed all common areas such as the living room, family room, and dining room, to be free of any hazards. LPA, accompanied by the LI, conducted a tour of the exterior portion of the facility. LPA observed the exterior to be free of any obstructions or hazards. LPA observed a shaded outdoor seating area with furniture for resident use. LPA observed a shed located in the backyard which is kept locked and will be used for storage. LPA observed the detached three car garage to be kept locked. LPA observed the three car garage to be used for storage. The perimeter gates of the facility are self-latching can be opened in an evacuation. There are no bodies of water on the premises. Component III was completed with the LI, which provided information about how to operate the facility within compliance and reporting requirements. The LI was notified that the final application approval will be issued by the Centralized Applications Bureau (CAB) in Sacramento. An exit interview was conducted with Licensee Tamala Murray and a copy of this report was provided.
