What the inspector wrote

A non-compliance conference was conducted today via Webex due to COVID-19 and precautionary measures. The purpose of this conference meeting was to discuss a recent case management visit which resulted in 1 Type A citation and 1 civil penalty. Present in the meeting was CCLD staff, including Regional Manager Alycia Berryman, Licensing Program Manager Laura Munoz, Licensing Program Manager Troy Ordonez, and Licensing Program Analyst Michael Hood, and facility staff, including the Licensee Elizaveta Scutaru, Administrator Tatiana Danu, and Caregiver Mihai Danu. The conference process was explained during this meeting. Issues discussed during this meeting were: · Incident report indicating that a resident had left the facility unassisted despite being unable to leave the facility unassisted. Incident resulted in injury to the resident which required medical treatment for a head injury with lacerations that required sutures. The facility has stated that they will do the following to achieve continued and substantial compliance: · Added an additional alarm to backyard gate which sends signals to staff member pagers along with adding a security camera near backyard exit. Facility has also increased the volume to alarms. · Hire on-call or part-time staff to ensure there are sufficient staff available at all times. · Develop a written plan to address elopements. An exit interview was conducted and a copy of this report will be provided to the facility via email. A copy must be signed and returned to CCLD.
