What the inspector wrote

Licensing Program Analysts (LPA) Debbie Palacios made an announced visit to the facility to conduct a pre-licensing evaluation. LPA met with Applicant, Charmaine Ramos and Administrator, Lecita Ma Satchel whose administrator’s certificate expires on 10/31/25. LPA met with Licensee and Applicant to complete the change of ownership for a Residential Care for the Elderly with a capacity of six (6) residents. LPA Palacios toured the facility with Administrator and Applicant. Indoor and outdoor passageways are free of obstruction. There are no bodies of water on the premises. The facility's fire extinguishers were last serviced on 10/07/2024. The smoke and carbon monoxide detectors were tested and were observed to be operable. LPA toured a sample of resident bedrooms and found them to be adequately furnished with a bed, chair, lighting and closet storage. LPA toured a sample of the resident bathrooms and observed them to have a working toilet, wash basin, with toilet paper, paper towels, and soap readily available. Bathrooms with showers have non-skid mats and grab bars in the showers. LPA toured the kitchen and observed the facility has more than a two-day supply of perishable foods and seven-day supply of non-perishable food items. Knives/sharp instruments will be secured in the kitchen. Medications are centrally stored in a locked cabinet in the kitchen. Cleaning solutions and disinfectants are secured in locked cabinet in the kitchen. The facility has a designated area in the living room for staff and resident records locked in a cabinet. LPA observed required postings including the visitation polices, emergency/disaster plans, complaint procedures, LTCO posters, Emergency numbers and personal rights. LPA observed that the physical plant is clean, in good repair, and to be hazard-free during today’s visit. LPA have determined that the facility meets the operational requirements for licensure. The Pre-licensing inspection is complete, and this facility has no deficiencies. The facility has satisfied all requirements in accordance with Title 22, California Code of Regulations. Applicant Ramos and Administrator Ma Satchel are scheduled to attend the COMPIII tomorrow, 06/10/25 at the Riverside Regional Office. Final approval of licensure will be granted by the CAB analyst An exit interview was conducted, and this report was discussed and provided.
