What the inspector wrote

On 10/03/25 Licensing Program Analyst (LPA) Javina George made and announced visit to the facility to conduct a prelicensing inspection. LPA met with Applicants Kenneth and Angelica Oosting, whom accompanied LPA on the tour of the interior and exterior areas of the facility. The applicants has applied for a license for Residential Care for the Elderly, as well as a hospice waiver for six (6). On 05/05/25 the Riverside County Fire Department approved the facility for six (6) bedridden residents. The facility is single story structure equipped with solar panels consisting of (5) bedrooms, and (2.5) bathrooms, kitchen, laundry room, great room, dining area, office, garage, and backyard with a covered patio. The backyard fence is equipped with a self latching lock. The facility was observed to have the required postings, and operable smoke and carbon monoxide detectors, including (4) fully charged fire extinguishers. The facility was observed to have a sufficient food supply of 2 day of perishable and a 7-day supply of nonperishable food items. The facility is in possession of board games to encourage and promote socialization, and a library with several novels and magazines for the residents to enjoy. The hot water was tested and found to be within regulatory limits 105.8 degrees Fahrenheit. The facility does not have any pools or bodies of water or known guns or ammunition on the premises. Each resident bedroom was observed to have an electronic lock/key pad, bed, lamp, night stand, chest of drawers, and chair. The medications, first aid kit and manual, are stored in a locked closet across from the library. The resident and staff files will be kept in a locked file cabinet located inside the office. The facility was evaluated in accordance with the California Code of Regulations (Title 22, Division 6, Chapter 8). Based on the observations and evaluation of the facility this date, the facility’s ready for licensure. An exit interview was conducted, and a copy of this report was provided to applicant Applicants Kenneth and Angelica Oosting.
