What the inspector wrote

Licensing Program Analysts (LPAs) Ahliah Sharp and Armando Perez, and Department of Social Services Enforcement division attorney Mikyong Kwon, arrived for an announced visit to conduct a Pre-licensing inspection. LPAs met with Ruby Belarmino, Administrator, and Arnold Belarmino, House Manager. The facility has a capacity to house six (6) adults ages 60 and above. On October 31, 2025 Riverside City Fire Deportment granted for 5 non-ambulatory in which one may be bed ridden for a total capacity if 6. The facility is a one story, five (5) bedroom, two (2) bathroom home. There are four (4) resident bedrooms, one (1) staff bedroom, kitchen, living/dining area, laundry room, and a backyard. The facility does not contain any bodies of water or firearms or ammunition. LPAs toured the interior and exterior areas of the facility. The following were inspected: All bedrooms were observed to have the required bedding and furniture that includes night stands, dressers, chairs, lighting, and emergency lighting in hallway. The bathrooms were observed to be clean and in sanitary condition. The bathrooms have non-slip surfaces and grab bars. The kitchen was observed to have the required appliances and are functional. The counter tops were free of debris and in good repair. The knives and sharp objects are locked in a kitchen cabinet. Utensils and dishware are in good repair and ready for client use. The water temperature was measured by LPAs at 140, degrees F and licensee was advised they would need a hot temperature warning sign in both the bathrooms and the kitchen. There is adequate seating in the common areas. The facility will have files for both residents and staff in a locked closet door along with the medication. The facility will have medications locked in a pantry located in the kitchen. The facility will keep the detergents and cleaning chemicals locked in the laundry outside in the garage. An adequate supply of clean linens and hygienic supplies for the residents were readily available at the facility. There are two (2) charged fire extinguishers in the facility that were serviced 10/17/2025. Continued on LIC809-C.... LPAs observed operating smoke detectors and carbon monoxide alarms in the facility. LPAs observed required postings including the visitation policies, emergency/disaster plans, complaint procedures, and personal rights. The facility was equipped with a complete first aid kit. LPAs observed that the physical plant is clean, in good repair, and to be hazard-free during today’s visit. LPAs have determined that the facility met the operational requirements for licensure. The Pre-licensing inspection is complete. The facility has satisfied all requirements in accordance with Title 22 California Code of Regulations. An exit interview was conducted, and this report was discussed and provided to Licensee/Administrator Ruby Belarmino
