What the inspector wrote

Based on review of records and interviews, the preponderance of evidence standard has been met; therefore, the above allegation is found to be Substantiated. California Code of Regulations, Title 22, Division 6. An exit interview was conducted. This report, along with the LIC9099D and appeal rights were provided to the Executive Director Cristina Ceballos
