Inspector’s narrative

What the inspector wrote

However LPA did remind Ms. Henglstler that in areas of extreme heat, the facility is to be cooled to 30 degrees less than the outside temperature. There is a current excessive heat advisory, and necessary adjustments and precautions should be taken to ensure that the residents are comfortable. The staff does not have the ability to make the necessary adjustments, as the thermostats are in a locked case, prohibiting both the staff and residents or anyone without the key from being able to adjust the temperature. The Administrator is the one with the key and should be contacted when the thermostat needs to be adjusted. Per Ms. Hengslter about a week ago, she was informed that there was a report of the facility being hot, and Resident #1 (R1) was sweating throughout the night after receiving the information she did check in with all of the residents to see how they were feeling; and 1 out of 4 residents stated that they were hot. Ms. Henglstler then adjusted the vents and provided a fan to be placed at R1s bedside, as well as was offered to changed to a room that had tiled flooring instead of carpet. R1 declined the room change, and reported feeling like the adjustments made helped. Per the administrator the thermostat was then set to 83 degrees and placed on auto. LPA discussed with Ms. Henglsler that adjustments should be made and it will be on a case by case basis as it depends on the resident. In addition LPA provided a copy of the 87303 Maintenance and Operation regulation as well as PIN 23-13 CCLD- Preparation for extreme heat, public safety power shut offs and wildfire emergencies , to refer to for recommendations in the future. Based on observation and interviews the allegation of the facility is not maintaining a comfortable temperature is UNSUBSTANTIATED. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation(s) occurred. An exit interview was conducted and a copy of this report, 9099C was provided to Destiny Villalta, Administrator.
