What the inspector wrote

On 08/22 at 1:00 PM, Licensing Program Analyst (LPA) Cynthia Tamayo arrived announced to conduct a Pre-Licensing Inspection of the facility to ensure compliance with Title 22 regulations. LPA Tamayo met with applicants Matthew Baldicano and Adrian Josef Ronco who assisted in today’s inspection. The applicant Adrian Josef Ronco will be the administrator to this facility. Administrator certificate number # 7032340740 and will expires on 12/11/2025. The facility has a fire clearance for 4 non-ambulatory clients. This Applicant is seeking licensure for a 4-bed Residential Care Facility for the Elderly (RCFE) to accept and retain adult clients age 60 and above at any given time. The facility has a dementia care program. Facility will not employ staff who are live-in caregivers but will have staff working shifts throughout the day/night for proper 24-hour care and supervision. There were no clients in care at this time. LPA toured the facility with the applicants and reviewed the facility sketch and the facility reflected the approved fire clearance STD 850 document. LPA and Administrator evaluated the physical plant to ensure the health and safety of the residents in care. Areas inspected are including but not limited to the kitchen, resident bedrooms; resident bathrooms, living and dining room and outdoor areas. LPA observed the facility to be free of odor, clean and in good repair. LPA observed that all rooms are equipped with the required furniture and sufficient lighting throughout the facility. Locked storage area for poisons, toxic cleaning solutions, and disinfectants. Continued in 809-C LPA observed six chairs in the dining room area. LPA measured the water temperature, temperature measured at 116 degrees F which meets the 105-120 degree Fahrenheit regulation. LPA observed sufficient seven day non-perishable and two day perishable food supplies. Fire extinguishers and smoke detectors are current and in compliance with fire safety. LPA notes the facility had the required carbon monoxide detectors. First aid kit was checked and is complete. LPA observed centrally stored medications secure from residents. LPA Tamayo observed an operating telephone in the living room is available to clients in care. LPA observed the facility thermostat is measured at 73*F which is within the regulation of 68*F to 85*F. LPA observed a guitar, games and activities, and exercise equipment in the living room common area. All exterior paths were free of obstruction and free of tripping hazards, there is enough space for activities and no bodies of water. the evacuation route is in good repair. There are shaded areas outdoors for clients to use. LPA observed six chairs in the patio area. Applicant was informed that there can’t be any changes in the physical plant and must adhere to the submitted facility sketch. Applicant stated they are in the process of If any changes in plan of operation occur during the Alta Regional Center vendorization process, if the plan of operation (PO) is updated, the facility will submit the updated PO to be reviewed and approved by the Department. A Component III was completed at this time with the Applicant. The applicant has passed the pre-licensing component of the application process. LPA Cynthia Tamayo will notify the Central Application Bureau (CAB) that the pre-licensing has been completed and passed. An exit interview was conducted, and a copy of this report was provided to the Applicant.
