What the inspector wrote

Licensing Program Analyst (LPA) Sabrina Calzada arrived announced to conduct a scheduled pre-licensing inspection. LPA met with Floarea Stoica, Administrator and Florin Stoica, Assistant Administrator. There is a pending license for (6) residents- (1) resident may be bedridden, (3) may be non-ambulatory and (1) may be ambulatory. There are currently no residents present as this location is not currently licensed. LPA and Administrator toured the interior and exterior of the facility including the common areas, (4) private resident bedrooms (1) shared resident bedroom, (2) resident bathrooms, staff rooms, kitchen, laundry and garage. The facility has been recently remodeled, and there is complete front and back yard landscape. LPA observed the facility to be clean, in good repair and to have sufficient furniture and lighting throughout. The bathrooms have the necessary grab bars, non-skid flooring, soap, paper towels. Administrator to post a 20-second hand-washing poster at each sink. LPA observed 7+ day non-perishable food, and sufficient dishes, flatware and cooking pans in the kitchen. The freezer/refrigerator temps are 0*F/40*F respectively. Sharps, toxins and medications are locked in the kitchen. There are additional locked toxins in the laundry room. Hot water measured 116*F in the kitchen and the inside temperature measured 74*F. Fire extinguishers were last serviced on 2/20/24, and the smoke/monoxide alarms are in working order. There is a complete First Aid kit, PPE/paper supplies, and sufficient linens/towels/blankets. There are flashlights and night lights on hand. There is (1) room that is completely furnished. There are various required postings posted, including the Emergency Disaster Plan and Theft & Loss Policy. There are games/activities and an operating land line. All exit doors have alarms. There is a covered patio with a table and chairs and one exit gate in the backyard. Visiting hours are posted. Administrator will add a visitor sign-in table. LPA observed folders to be used for staff and resident files and discussed the required forms also. Discussed staff training program and provided a copy of Health and Safety Code 1569.625 and 1569.69. LPA will provide information on the Guardian system by email. Component III was reviewed during today’s inspection. Pre-Licensing is complete and this facility has no deficiencies. Exit interview. Copy of report left at facility. LPA to notify to the Centralized Applications Bureau.
