What the inspector wrote

Licensing Program Analysts (LPAs) Sarina Ramirez and Becky Mann conducted an announced visit to the pending facility for the pre-licensing inspection. An application to operate a Residential Care for the Elderly facility (RCFE) was submitted to the Central Applications Bureau (CAB) on 02/13/2025. Fire clearance was granted on 09/30/2025. LPAs met with Applicant Keila Barcelo. The pending application is for Six (6) Non-Ambulatory residents in an Residential Care Facility for the Elderly (RCFE). LPAs toured the facility inside and out. The following was observed, reviewed, and inspected: there are Four (4) bedrooms and three (3) bathrooms. There is no pool or similar bodies of water. The physical plant, in general, was in good repair. Buildings and grounds are free from hazards. Indoor and outdoor passageways were free of obstruction. There are two (2) charged fire extinguishers, operating smoke alarms, and carbon monoxide detectors. There is a locked area for medications, cleaning supplies, and sharps. LPAs observed a working telephone and basic laundry equipment. Resident bedrooms had the required bedding and furniture. Bedrooms had sufficient lighting. LPAs measured the hot water temperature in the resident bathrooms and it was measured 112 degrees F. The facility had a sufficient amount of linens for residents. The facility had a sufficient amount of nonperishable food items. The food was kept in a safe and healthful manner. Dishes, glasses, and utensils were in good condition. The facility had a designated area for staff and resident records. Personal rights, resident rights, evacuation sketch, theft loss program, and CCLD complaint poster were posted in a common area. The facility was equipped with a complete first aid kit and manual. There is adequate seating in the common areas. Facility had a supply of board games and books for residents. Pre-licensing inspection and Comp III are complete, and no corrections are needed to be made. Facility appears to be ready for licensure, an exit interview was conducted where this report was discussed and provided to the Applicant Keila Barcelo.
