What the inspector wrote

On 07/29/25 Licensing Program Analyst (LPA) Valerie Flores made an announced visit to the facility to conduct a pre-licensing inspection. LPA conducted a tour of the interior and exterior areas of the facility, and was accompanied by the Applicant, Henri Shazaud. The applicant has applied for a Residential Care Facility for the Elderly (RCFE) for a capacity of (6) six non-ambulatory residents. On 5/6/25, The city of Escondido Fire Department granted a fire clearance for (6) non-ambulatory residents. During the tour, LPA observed the following: The facility is a single-story structure with (5) five resident bedrooms, (2) two bathrooms, formal dining room, kitchen, living room, garage, and backyard area. LPA observed a (2) two-day supply of perishable foods and a (7) seven-day supply of non-perishable foods. Located on the kitchen refrigerator is an anticipated meal calendar that promotes healthy eating. The kitchen area was kept clean and free of litter, vermin, rodents, and insects. The combined smoke and carbon monoxide detectors were tested and found to be operable. The facility maintains sufficient space to promote and facilitate the program of activities. Per Henri, there are no firearm and/or ammunition on the premises. (Continue to LIC809...) (Continuation from LIC809...) The resident bedrooms were observed to be missing a chest of drawers, bedspread, chair, and nightstand. Resident bathrooms were observed to missing the required grab bars and slip-resistant strips in the showers. LPA did not observe extra linen available for the anticipated residents in care. Based on today's observations the facility is not ready for licensure at this time. LPA confirmed that the applicant was in possession of the self-certification checklist. The applicant was informed of what is needed to be corrected and will call to schedule another inspection date. An exit interview was conducted, and a copy of this report was reviewed and provided to Applicant, Henri Shazaud
