What the inspector wrote

On 11/18/2025, Licensing Program Analyst (LPA) Valerie Flores made an announced visit to the facility for the purpose of conducting the pre-licensing evaluation. LPA Flores met with Executive Director, Amber Rodgers. An application to operate a Residential Care for the Elderly (RCFE) was submitted to the Central Applications Bureau (CAB) on 2/4/2025. A fire clearance was granted for (245) two-hundred and forty-five residents to which (175) one hundred and seventy-five may be non-ambulatory and (0) zero bedridden residents. LPA toured the facility alongside Executive Director Amber and observed the following during today's visit: Indoor and outdoor passageways were free of obstruction. Facility maintained a pool with a secured perimeter. The facility units were apartment style: LPA toured a sample of resident bedrooms and observed the unit to be adequately furnished with the required bedding, seating, functional lighting and storage area. There are (2) two activity rooms on the premises and group activities are conducted daily. LPA toured a sample of the resident bathrooms and observed them to be equipped with the required grab bars and slip-resistant mats. Facility's courtyard has sufficient seating and shade to promote resident socialization. LPA toured the facility kitchen and observed the kitchen to be clean and free of liter. The facility maintained the required (2) two-day supply of perishable foods and (7) seven-day supply of non-perishable foods. Soaps, detergents, cleaning compounds and similar substances were stored in areas separate from food supplies. Medications are centrally stored in a locked med room along with resident files. The facility operates its own laundry services to which cleaning solutions and disinfectants are secured in a locked laundry room. Staff files are stored in the locked Business Manager office. LPA observed operating smoke detectors and carbon monoxide alarms in the facility. Per Executive Director Amber, there are not firearms and/or ammunition on the premises. (Continue to LIC809C...) (Continuation from LIC809) Emergency disaster plans, personal rights, See Something Say Something, and LTCO posters are posted on the walls throughout the facility. During today's visit, LPA did not observe any health and safety concerns. Applicants attended the Component III on 11/18/2025. LPA have determined that the facility has satisfied all operational requirements in accordance with Title 22, California Code of Regulations. Final approval of licensure will be determined by the Centralized Application Bureau (CAB). An exit interview and a copy of this report was given to Administrator Amber Rodgers.
