What the inspector wrote

During an interview with R1, they were unable to provide any identifying details about the alleged perpetrator beyond their gender. A review of the Department’s investigation conducted in September of 2024, revealed that multiple entities; including the Department, law enforcement, the facility’s Executive Director (ED), additional facility staff, and outside sources all corroborated that during interviews with R1 they exhibited signs of confusion, disorganized thought, and provided inconsistent statements. R1’s accounts varied significantly in terms of timelines, events, and specific details. A review of the police report indicated that law enforcement determined no criminal activity had occurred and subsequently closed the case. Additionally, a medical examination conducted in response to the allegations revealed that R1 tested positive for a urinary tract infection (UTI), which was cited by the attending physician as a contributing factor to R1’s confusion and inconsistent reporting. Based on interviews conducted and records reviewed, the allegations are determined to be UNSUBSTANTIATED. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged incidents did or did not occur. An exit interview was conducted with CBD Totorica. A copy of this report, along with the Appeal Rights, was provided. Signature below confirms receipt of the report.
