Inspector’s narrative

What the inspector wrote

evidence to conclude that the licensee and his wife argued in the presence of or within hearing distance of residents; however, it was determined that licensee, his wife, and other staff working in the home naturally speak loudly. Although evidence was not sufficient to conclude that staff yelled at R1, evidence was sufficient to conclude that staff have raised their voices in a firm manner at a resident in care. Based upon the foregoing, the allegation is substantiated. This finding means that the preponderance of the evidence standard has been met and the allegation is valid. Deficiency is cited in accordance with California Code of Regulations, Title 22, Division 6, Chapter 8 and is noted on the attached LIC 9099-D. An exit interview was conducted with Edward Alozie, Licensee, and a copy of this report was provided to the the licensee, whose signature below confirms receipt of copies of this report and Licensee Rights (LIC 9058). Due to a lack of sufficient evidence to conclude otherwise, the foregoing allegation is unsubstantiated. This finding means that although the allegation may have happened or may be valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. An exit interview was conducted with Edward Alozie, and a copy of this report was provided to the licensee, whose signature below confirms receipt of copies of this report and Licensee Rights (LIC 9058).
