What the inspector wrote

(Continued from LIC9099) On 10/20/2022 LPA Patterson conducted an unannounced facility tour and observed parts of the facility to be in various stages of repair. Bathroom #7 was closed and locked with an "Out of Order" sign posted, as the bathroom ceiling was leaking water due to the central air conditioner malfunctioning. LPA observed the bathroom to be in the final stages of repair to patch up the walls, as the issue had already been corrected by the HVAC company. Photos were provided to LPA during this visit by Licensee Jeffrey Settineri depicting the HVAC system prior to repairs, and after the repair with new parts. An interview was conducted with the HVAC contractor who confirmed that the leak was due to the air conditioner icing over and leaking when the breaker was turned off. The water was first reported leaking in the bathroom on 10/13/2022. The HVAC company had been out to the facility on 10/7/22 prior to the leak to assess the air conditioner, and repairs were completed on 10/18/22. The facility corrected the issue within a reasonable amount of time and the area was inaccessible to residents for their safety. On this same day LPA Patterson observed a large patch of spackling and painters’ tape on the entryway wall, and a small patch of spackling on the side wall of the laundry room. Licensee Jeffrey Settineri advised that the facility was undergoing minor renovations since he had recently become the new licensee for the facility. The repairs were cosmetic only and there would be a progression of upgrades over time. On 10/21/2022 LPA Patterson received photographs via email from Licensee that depicted each area seen the day prior to be freshly painted and in good repair. Regarding the second allegation, direct observation by LPA showed the facility to be free from roaches in the interior, including at the specific location listed in the complaint. The facility receives monthly pest control service, confirmed by facility records review. The facility was receiving pest control services and maintenance during the timeframe of concern listed in the complaint. The pest control records document "Good sanitary conditions no activity", and 13 insect monitors were serviced with 12 out of 13 areas listed as "no activity". The September 2022 pest control records show two different cockroach insecticides replenished in all interior and exterior stations around the facility. The October pest control records indicated "no activity" in all locations and show the same chemicals applied and replenished from September. The pest control company recommended for the facility to patch a hole on an exterior wall, and to trim trees touching the exterior of the building.
