What the inspector wrote

LPM verified fingerprint clearance and association which show effective 08/16/2025. Based on documentation and interviews it was determined the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations is being cited on the attached LIC 9099D. Appeal Rights have been provided and an exit interview with Angela was conducted to discuss these finding.
