What the inspector wrote

At 9:00am on 02/12/2026, Licensing Program Analysts (LPA) Jeffries arrived at the appointment time to conduct the Pre-Licensing visit. LPA met with Administrator, Rebecca Michel and announced the purpose of the visit. Administrator and LPA were joined by Licensee's Brett Allen and Jessica Bailey for the full pre licensing inspection. This facility has 25 bedrooms, with 7 of those rooms have the potential double resident occupancy. There is a dining/living room area at entrance of the facility, there is an additional dining room/television room at the back of the facility and a sitting room at the mid point to the facility. There is an outdoor courtyard with seating and umbrellas for shade for resident activities and visitors. There are 14 communal bathrooms and three large shower rooms. This facility has in industrial style kitchen, There is a medication room that is locked and a medication cart that is also locked. Facility has two first aide kits, one located in the front of the facility and the other located in the medication room. LPA reviewed facility emergency disaster plan, infection control plan and facility fire clearance. This facility's fire clearance has special conduction as follows, "rooms approved for non-ambulatory/bedridden, approval of delayed aggress or delayed egress with secured (locked) perimeter." LPA tested delayed egress throughout the facility. During the fire inspection LPA contacted Santa Barbara County fire and was confirmed by inspector via phone call during inspection from Fire Engineer Kaufman of SBCFD. Additionally, the fire control system that includes the smoke detectors and carbon monoxide detectors were tested and passed on 11/20/2025. LPA noted that the facility was clean and in good repair. Administrator and staff reviewed the inspection care tool and found no violations or issues with the pre-licensing inspection. Licensing Program Manger waved COMP III requirements due to additional licensed facilities. This pre-licensing inspection is complete and this facility has no deficiencies.
