What the inspector wrote

Licensing Program Analysts (LPA) Maria (Mita) Partoza arrived announced to conduct a pre-licensing visit and met with applicant Siming Tsui. The facility is Residential Care Facility for the Elderly (RCFE) serving 60 years old. The facility has a fire clearance for 6 non-ambulatory residents. No clients were observed during the inspection. LPA toured the facility with LIC/ADM including but not limited to the kitchen, dining area, living room, 4 resident bedroom, 2 bathrooms. LPA inspected the exterior area (backyard and side walkways). Walk ways and hallways were free from obstruction and debris. Applicant pointed out 3 cameras that are located outside of the facility and is motion activated. There are no cameras present inside the facility. The facility's temperature is between 68 to 70 degree F. The refrigerator temperature is at 32 degree F and freezer is at 0 degree F. The water temperature measured at 144.1 degree F with a warning sign that stated "water temperature exceeds 125 degree F." Applicant stated that the water temperature will be looked into by the end of the week (02/02/2026) to meet regulatory requirement of 105 to 120 degree F. Applicant will inform LPA of the water temperature measurements. LPA observed 4 bedroom. 2 Out of 4 is a shared bedroom, and 2 Out of 4 are single occupancy. LPA observed 2 full bathrooms, 1 out of 2 are shared and 1 out of 2 is located inside bedroom #4. The facility has a ramp in the front and back of the building. LPA observed resident bedrooms have sufficient storage for personal belongings, organized, with beddings, and ready for occupancy. Each bathroom has personal hygiene product and towels. Resident rooms has chair and bedside storage in addition to the closet. Component III was presented to the applicant at the time of inspection. Applicant is ready to be licensed. end of report
