What the inspector wrote

Licensing Program Analyst Willis arrived unannounced to deliver findings regarding the above complaint allegation and met with Licensee, Victor Dada. During investigation LPA conducted interviews, reviewed documents and made observations. Staff failed to meet resident's incontinence care needs - Complaint alleges that a resident in the facility has been observed multiple times in urine and feces. Interview revealed one incident of resident being observed as having a bowel movement in their adult brief but it was not clear how long it had been since the resident had incontinence care. Evidence did not support the allegation that this has happened multiple times or that there was a delay in resident receving incontinence care. A finding that the complaint allegation that staff failed to meet resident's incontinence care needs was unsubstantiated meaning that although the allegation may have happened there is not a preponderance of evidence to prove that the allegation occurred.
