What the inspector wrote

At approximately 9:40 AM Licensing Program Analyst (LPA) Jill Nakagawa arrived for a scheduled initial pre-licensing visit and met with applicant Giorjeous Garcia, who will be the Administrator. This pre-licensing inspection is being conducted for a Residential Care Facility for the Elderly (RCFE) for a single story, 4 bedroom and 2 bathroom home with a fire clearance approved for capacity of 4 ambulatory residents. LPA and applicant toured the indoor and outdoor portions of the facility. Facility was found to be clean and at a comfortable temperature. All required postings were visible in entryway . License and Administrator's Certificate will also be posted there. Emergency exits clear and free from obstruction. Outdoor backyard is fenced and gated with a covered seating area as well as gardening containers for the residents to enjoy. The front and backyard entrances have ramps for easy access. 4 bedrooms were set up for residents with required furnishings and linens. There is also a utility room which is currently being used by staff, but its use may be modified upon resident move-in. The two restrooms had grab bars and bath mats. There was an ample supply of soap and paper towels. There was also a supply of soaps, shampoos, and hygiene products secured in bathroom cabinets. The garage is finished off to provide a recreation/movie room. It has seating and large movie screen. The garage also stores emergency food and water. All cleaning products, toxins and chemicals are locked and inaccessible for residents and locked in storage cabinets in garage. The kitchen has a supply of plates and utensils with additional kitchenware. There is at least a 2-week supply of non-perishables stored in kitchen. Facility has a shopping list of perishables that will be purchased upon arrival of residents. Continued on 809-C..... Continued from 809..... There are an ample amount of extra linens, towels, and hygiene products that are kept in laundry room. LPA observed three fire extinguishers throughout the facility, charged and inspected on May 14, 2025. Fire alarm and carbon monoxide alarms are an internal system and were inspected by fire department on December 23, 2025. Administrator will check alarms and hold a fire drill each month. First aid kit complete with tweezers is stored on counter in Living Room. Water was measured at 115.8 F in faucets used by residents which is within regulation between 105 and 120 degrees F. Component III orientation was conducted with the Applicant. No Deficiencies or Advisories given during visit. Pre-Licensing completed. LPA found no concerns. Facility is ready to be Licensed as a Residential Care Facility for the Elderly. LPA will submit Pre-Licensing Application Report to the Licensing Program Manager and Application Unit Analyst. Copy of report discussed and provided to Applicant. Exit interview conducted.
