FAQ

Frequently asked questions

Answers based on public CCLD data and regulation text. May not reflect recent changes.

What is an on-the-job training violation?
This citation happens when an RCFE assigns staff to roles without providing proper training or verifying related experience. Title 22, Section 87411(d) requires personnel to demonstrate safe and effective job performance. Untrained staff may make errors that harm residents. Facilities must ensure every employee knows how to do their specific job safely.
How common is this violation in California assisted living?
According to CCLD records, 63 California RCFEs were cited for failing to meet staff training requirements. These are generally Type B citations, meaning they pose a potential risk to residents. Los Angeles County had the most violations with 19 citations. Inspectors frequently check training logs during annual facility inspections.
What happens if an RCFE is cited for training deficiencies?
The community must provide proof that all staff received the required training for their roles. The facility will need to submit a formal Plan of Correction to CCLD. The operator may have to retrain affected employees and update their personnel files. Type B citations require the facility to correct the deficiency within a specific timeframe.
How do I fix or prevent a staff training citation?
Create a structured onboarding checklist for every position in your facility. Have each new hire sign off on their specific training topics. Keep these signed records in their personnel file. LPAs check these files during inspections, so organized records prove your staff is fully prepared to care for residents.
Does a staff training violation affect my RCFE license?
Yes. CCLD tracks staff compliance closely during license renewals. If inspectors find systemic training failures across your facility, it signals a breakdown in operations. Correcting these Type B citations quickly prevents them from escalating into more serious enforcement actions that threaten your license.
