What the inspector wrote

On June 3, 2026, Licensing Program Analysts (LPAs) Indira Loza and Priyanka Kaul met with Center Director Kathleen Berland to conduct an Unannounced Annual/Random inspection. The center was toured for a health and safety check. The facility operates Monday through Friday from 9am–1pm. There were 9 preschool children in care during today's visit, two Teachers and the Center Director. The teacher- child ratio is within compliance according to regulations. The preschool operates out of two classrooms and two playgrounds. The center provides a variety of daily activities which include quiet and active play, rest and relaxation, and eating & toileting. LPAs toured the facility for a Health and Safety check. Classrooms: The room floors and surfaces were observed to clean and safe. Furniture and equipment were maintained in good condition, free of sharp, loose or pointed parts. The heating, lighting and ventilation is adequate. The activities and toys appear to be age appropriate for the children in care. The children have their own cubbies to store personal belongings. During today's inspection, LPA did not observe any cleaning supplies or toxic items accessible to children. There is a working telephone number for the center. Outdoor yard: The outdoor activity space is maintained in a safe condition, and free of hazards. Both play areas are fully fenced and has shaded areas for the children. There are no pools, fishponds, fixed in place wading pools or similar bodies of water on the property. LPAs observed the sandboxes to be covered with tarp to prevent any animals from accessing them. Food Service: The center provides one snack to the children while in care. All the children have personal water bottles and access to clean drinking water while indoors and outdoors. The center has conducted their lead testing and does not have lead exceedances in the sinks used for drinking and food preparation. Bathrooms: There is a bathroom in each classroom. Each bathroom has two toilets and two sinks for the children to use. LPA observed 3 potty chairs in the bathrooms. All bathrooms were fully stocked with handwashing soap, toilet paper, and paper towels. Fire System: The center has maintained their fire clearance which has been approved by the Berkeley Fire Department. There is a combined smoke and carbon monoxide detector in the classroom next to the large playground. There is a fully charged 2A10BC fire extinguisher in the back classroom. The center has a first aid kit throughout the facility. The facility has a current fire/disaster drill documented with the last fire drill conducted on 3/6/26. Postings: The license is posted in a prominent publicly accessible location of the center. There is a posted form that contains local health department and information on child passenger restraints. LPA observed the Parents rights and the Children's Personal Rights posted. All proper postings are posted. Records: A random sampling of six (6) children files were reviewed and five children files were complete. This facility provides medication to a child in care, LPA inspected the medication box and found it be in an unaltered container. LPA reviewed three staff files. One staff file was missing the Health Screening Report (LIC503), Immunizations records for Measles, Pertussis, and flu (or a declaration declining the flu shot), and Pesticide Training certificates. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. There was two Type B citation issued during today's visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Center Director Kathleen Berland.
