What the inspector wrote

On 10/1/25, Licensing Program Analyst (LPA) Briana Plumboy met with Executive Director Beth Zygielbaum for the purpose of an UNANNOUNCED COMPLAINT INSPECTION. Present for this inspection was 28 preschool age children and 9 staff. The allegation that the staff do not ensure that children's records are kept confidential has been SUBSTANTIATED. Based on LPAs observations and tour of the facility, the office where the staff and children's files are stored was left open on 9/15/25, and the drawers of the file cabinet where the files were stored was not secure. The preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. Title 22, Division 12, Chapter 1, Section 101221(c)(1) is being cited on the attached LIC. 9099D. A notice of site visit was given and must remain posted for 30ays. Appeal Rights were given and discussed. An exit interview was conducted.

Per Executive Director, 2 qualified teachers were on leave that day which posed a potential health and safety risk to children in care.
