What the inspector wrote

On September 5, 2025, at 1:45 PM, Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual Random Inspection and met with Director Marilyn Escoto . LPA disclosed the purpose of the visit and toured the facility both inside and outside to conduct a health and safety inspection. At the time of the inspection, there were 21 preschool age children present with eight additional staff members. The hours of operation are 6:30 AM-6:00 PM, Monday -Friday All individuals subject to criminal record review have received the appropriate clearances or exemptions and are associated with the facility. LPA verified the census, which reflected 21 children signed in via the Kinder Sign App. At approximately 2:45 PM, LPA reviewed four children\342\200\231s files, each of which contained the required Personal Rights, Parent\342\200\231s Rights, Medical Consent forms, and Identification & Emergency Information. At approximately 3:15 PM, LPA reviewed two staff files, all of which contained the required Employee Rights form, Health Records, and the Statement Acknowledging Requirement to Report Child Abuse. At least one staff member responsible for opening and closing maintains a current CPR & First Aid certificate. The facility is equipped with smoke and carbon monoxide detectors, which were tested during the inspection and found to be functioning properly. Additional emergency and safety equipment includes a working telephone, first aid kits, emergency backpacks, and multiple fully charged 3A40BC fire extinguishers mounted in each classroom, all of which meet State Fire Marshal standards. There's a fireplace blocked in the classroom that's iaccessible to children in care. Disaster drills are conducted at least every six months, with the most recent drill held on August 27, 2025. At approximately 1:45 PM, LPA inspected the one classroom. The center was observed to be in ratio, and classrooms were arranged to allow staff clear visibility of all activity areas. Low shelves were used to divide learning spaces, supporting children\342\200\231s independence in selecting and returning materials. Classrooms featured soft flooring (rugs) in play areas, and all floors were observed to be clean and well maintained. Each child has designated individual storage space for personal belongings. The designated isolation area for children who become ill is located in the director\342\200\231s office, separate from the main program areas. All required postings were observed in an area accessible to parents and staff. See 809-C. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Weekly menus were observed posted at the facility. The kitchen area is kept off-limits to children in care. LPA inspected the refrigerator area for any evidence of rodents or pests, and none were observed. LPA reminded the director that all staff involved in food preparation and service must maintain proper personal hygiene and adhere to food sanitation practices to ensure food is protected from contamination. All solid waste containers were equipped with tight-fitting covers and observed to be in good repair. Bathrooms The staff bathroom is located in the hallway of the main building and is separate from the preschool-age children\342\200\231s bathroom, which is located outside the classroom. LPA tested all faucets and toilets by flushing and running water, confirming that they were in proper working order. Sufficient supplies, including soap, paper towels, and toilet tissue, were available at the time of inspection. Outdoor Play Area The outdoor playground was observed to be fully fenced and free from defects or hazardous conditions. The area includes canopies that provide shade for children while at play, as well as playground equipment designed for preschool age children. The playground features a swing set anchored to the ground with cushioning material placed underneath to absorb falls. A climbing and slide structure was also observed with appropriate cushioning to prevent injury. All play equipment was age-appropriate and in good repair. Two locked sheds, used to store playground equipment, were located in the yard and observed to be secured. California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The director was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com . Lead Testing \342\200\223 Child Care Centers (CCC) CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with director Marilyn Escoto.
