Inspector’s narrative

What the inspector wrote

On May 22, 2025, at 12:20pm, Licensing Program Analyst (LPA) Randy Miranda arrived unannounced for an annual inspection for compliance to Health and Safety. Present for the inspection was the site director Amanda Faria, eight staff members, and 67 children in care. The center currently operates Monday-Friday 7:00am - 6PM. Adventure Time Vannoy will be closed for the school summer break beginning May 30, 2025 and will resume for the new school year on August 6, 2025. Adventure Time Vannoy operates in a portable classroom on the campus of Vannoy Elementary School. Children have access to the schoolyard and playground, which are free of sharp, loose, or pointed parts. The outdoor play structure is not used by Adventure Time due to the manufacturer's age restriction requirements. Shade is available under the building eaves and solar roofing on school property. Fresh drinking water is readily available, and teachers are always providing supervision. All documents required to be posted were appropriately posted on the walls: License; Emergency Disaster Plan; Earthquake Preparedness checklist; Notification of Parents Rights; Personal rights; Child Seatbelt laws; menus; daily activity schedules. There are no waivers for this facility. The facility has 2 fully charged 3A40BC fire extinguishers mounted near the left-side door entrance and kitchen sink. The last annual inspection was conducted on 7/17/2024. Site director informed LPA that the school had a fire alarm inspection, but Adventure Time facility was skipped. Carbon monoxide detector was tested and found to be fully functional. Disaster drills are conducted at least once every six months, Fire Drill conducted on 02/26/2025 and Earthquake Drill conducted on 03/18/2025. Heating and ventilation in the classroom are acceptable. The facility is clean, well-organized, and equipped with ample age-appropriate furnishings and equipment. All surfaces, including floors and countertops, are clean and free of toxins. Hazardous items and toxins are securely stored in a locked cabinet. There are no bodies of water accessible to children in care. Classrooms are equipped with trash cans that have tight-fitting covers for the disposal of solid waste. The center provides snacks, and children bring their own lunches from home. Dry goods and canned goods were checked, and all items were within their expiration dates. Children and staff use the school restrooms, with a separate restroom designated for staff. Children\342\200\231s records were reviewed, and all selected files were complete and up to date. Staff files were also examined, confirming that all individuals required to undergo criminal background checks have been cleared and appropriately associated with the facility. Some children require prescription medications, including EpiPens, inhalers, and antihistamines for allergies. These medications are securely stored in a locked cabinet near the teacher\342\200\231s desk. Upon review, all medications were found to be current, with the necessary documentation available. Site Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). This facility operates out of a portable classroom that does have water lines to the building. Children bring their own water bottles, and the school also provides bottled water to children. Lead testing is complete and documented. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP.
