What the inspector wrote

On August 27, 2025, at 12:05pm, Licensing Program Analyst (LPA) Randy Miranda arrived unannounced for an annual inspection for compliance to health and safety. Present for the inspection was Site Director Annaleza Roque, 5 staff members, and 57 school age children. Kids Care Plus \342\200\223 Stanton currently operates Monday-Friday 7:00AM-5:30PM. Kids Care Plus \342\200\223 Stanton operates in a single-story portable classroom on the Stanton Elementary School campus. The facility was toured both inside and outside as part of a health and safety inspection. LPA reviewed facility records, which indicate that all individuals subject to a criminal record review have either a clearance or an exemption and are associated with the facility. A census of the children was conducted which matched the number of children signed in through the Procare Software. At 1:30PM, LPA accompanied the director and a teacher to escort kindergarteners from the Stanton Elementary classrooms. Upon arrival, Stanton Elementary teachers visually confirmed the presence of Kids Care Plus personnel and proceeded to transfer the children to be escorted to the portable classroom. By 2:45 PM, all school-age children were present and accounted for. Portable classroom is equipped with trash cans featuring tightly fitting lids for solid waste disposal. A single bathroom is located inside the portable classroom, containing one toilet and sink, and stocked with ample paper towels and soap. The campus includes separate boys\342\200\231 and girls\342\200\231 bathrooms, each furnished with functioning sinks, and sufficient supplies of towels and soap. All toilets, handwashing stations, and cleaning areas are maintained in a safe and sanitary condition. Fresh drinking water is readily available via a water fountain, a water cooler inside the portable classroom, and individual water bottles brought by children. The facility has a fully charged 2A10BC fire extinguisher mounted near the northeast entrance. The most recent fire system inspection, conducted by ASSURED Fire Systems, took place on 7/17/2025. The combination smoke/carbon monoxide detector is wired to the local fire department but was not tested. Disaster drills are conducted at least once every six months, with the most recent fire drill held on 8/26/2025. Heating and ventilation in the classroom are adequate, and all required documents are properly posted on the walls. The facility is clean, well-organized, and furnished with ample age-appropriate equipment. All surfaces, including floors and countertops, are free of toxins. Hazardous items and chemicals are securely stored in a locked cabinet. No bodies of water are accessible to children in care. The center provides snacks, while children bring their own lunches from home. Dry goods and canned foods were inspected, and all items were found to be within their expiration dates. Children and staff use the school restrooms, with separate facilities designated for staff use. Outdoor activities take place in the playground area, which is in safe condition and free from sharp, loose, or pointed objects. The surfaces around and beneath high-climbing equipment are covered with artificial turf and cushioned material to absorb falls. Shade is provided by play structures, trees, and building eaves, and teachers ensure continuous supervision throughout playtime. Children\342\200\231s and staff files were reviewed and found to be complete and well-organized. All individuals required to undergo criminal background checks have been cleared. Site Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Lead testing is complete and documented. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP.
