What the inspector wrote

On December 17, 2025, Licensing Program Analyst (LPA) Simerjit Kaur met with Director Tina Fuller, for an Unannounced Required Inspection . The facility is a Title V School. The facility was toured to conduct a Health and Safety Inspection. Upon arrival, there were 3 staff and 14 children. The facility operates Monday - Friday from 7:00am - 6:00pm. The facility is located on the Leo R. Croce Elementary School campus in portables A, B, and on the school campus in classrooms 35 and 39. The facility utilizes classroom 39. The director stated that the elementary school is currently using the classroom 35. There are adequate play and learning materials available. Furniture and equipment is age appropriate and in good repair. There is adequate heating, ventilation and lighting. The storage areas and cabinets for poisons are locked. There are working carbon monoxide detectors in each classroom, fire extinguisher and alarm system is completed by school district. The facility also has a pet turtle in classroom B and 2 pet guinea pigs in classroom A. There are separate bathrooms for staff and the children. The bathrooms for children are located Room B. Toilets and faucets working properly. Adequate lighting is provided in all bathrooms. All required postings are posted. The facility serves AM/PM snacks. The menu is also posted for review. Drinking water is available inside and outside. The first aid kit (backpack) is available. Sign-in and sign-out logs were reviewed to verify signatures. LPA reviewed staff file and children files. All opener and closer of facility have current CPR and First Aid certificates. The fire/disaster drill log is complete with the last drill logged on 12/9/2025. All required forms were posted in a public accessible area. There are no bodies of water accessible to children today. Per director there are no firearms on the premises. A copy of the children\342\200\231s roster was obtained. The facility also uses the elementary schools outside play structure area and it is fully fenced. See LIC 809 C Director was reminded that California Law requires all facilities to report unusual incidents or injuries to children in care, to child's parents, and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, or fax. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov. Director was also informed that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP.
