What the inspector wrote

On 1/22/26 Licensing Program Analysts (LPAs) K. Medrano and D. Campos arrived for an unannounced annual random inspection , and met with Director Anjum Mujeeb. Present today were 38 school age children and 4 staff members present. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 7:00 AM to 6:00 PM. The program is located on the Steven Millard Elementary school campus and utilizes a portable classroom in the rear of the school campus. There is adequate lighting, heating and ventilation for safety and comfort. The floors, furniture, and equipment are age appropriate and in good repair. Drinking water is available inside and outside of the facility via personal water bottles and drinking fountains. There is proper individual storage space for each child. The isolation area for sick children is the playhouse area, away from other children in care. The center contains a working smoke and carbon monoxide detectors, working telephone, and two fully charged 3A40BC fire extinguishers located at the rear entrances of the classroom. Director states there are no weapons or firearms present at facility. There are separate boys and girls bathrooms which are located directly across the classroom with stalls that allow for privacy. Staff bathrooms are separate from children's bathrooms. All sinks and faucets are in safe and sanitary operating condition. Facility provides snacks and a snack menu is posted two weeks in advance and available for review upon request. Lunch is provided daily from the Steven Millard school. There is a food prep/kitchen area that is neat and clean and off limits to children in care. All storage containers for solid waste have tight fitting covers that are in good repair. See LIC809C------------------------------------------------------------------------------------------------ Page 2 The facility shares the play yard with Millard Elementary School on a staggered schedule. A waiver for the outdoor space was posted. There are two anchored play/climbing structures with sufficient cushioned material to absorb a fall. Center has building over hang to provide shade while children are at play. There are no pools, hot tubs or other accessible bodies of water during today's inspection. All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. A sample of 5 children's files and staff files were reviewed. LPA reviewed the facility roster and a copy was obtained. At least one opening and one closing staff have current required Mandated Reporter Training and CPR and First Aid certificates on file. The center is in compliance with the sign in and out procedures. Disaster drills are conducted and recorded on a monthly basis with the last recorded drill recorded on 1/15/26. All required documents were posted near the entrance and available for public access. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Page 3 For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies cited during today's inspection. A notice of site visit was provided and must remain posted for 30 days.     (a) The licensee shall ensure that each child is accorded the following personal rights:(1) To be accorded dignity in his/her personal relationships with staff and other persons.this requirement was not met as evidenced by: Based on interviews and review of supportive documents it was found that there were instances where staff inappropriately handled and inappropriately spoke to children in care. This poses a potential health and safety risk to children in care.

  • PERSONAL RIGHTS

    (a) The licensee shall ensure that each child is accorded the following personal rights: (3)To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning.This requirement was not as evidenced by: Based on interviews and documents recieved it was found that staff will tell children that they will take videos or photos of children and send to their parents if they do not listen. This poses a potential health and safety risk to children in care.
