Inspector’s narrative

What the inspector wrote

On December 20, 2024 at approximately 1:10pm, Licensing Program Analyst (LPA) Randy Miranda met with Site Director Lindy Winkley for an UNANNOUNCED ANNUAL CONTINUATION INSPECTION for compliance to Health and Safety. Information presented in this report was collected and observed from the initial annual inspection ( Please see LIC 809 12/19/2024 ). Present for the inspection was the site director Lindy Winkley, eight (8) staff members, and sixty-five (65) children in care. The center currently operates Monday-Friday 7:00AM to 6:00PM. Children's records were reviewed: All files selected were complete and up to date. At this time, the facility has children that requires incidental medication (inhalers and anti-histamines for allergies). Required paperwork was available, medications were checked and not expired. Staff files were reviewed. All staff subjected to criminal review have been cleared and associated to the facility. All opening/closing staff have current certificates for CPR and first aid training. Mandated Reporter certificates for all staff are also current. All staff members are in compliance with Title 22 immunization requirements. Site Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). This facility operates out of a portable classroom that does not have any water lines to the building. Children bring their own water bottles and the school also provides bottled water to children. Lead testing is complete and documented. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP.
