Inspector’s narrative

What the inspector wrote

On March 4, 2026, at 8:15 am Licensing Program Analyst (LPA) Simerjit Kaur met with Director Diane Tapia Aguilar for an Unannounced Annual Random Inspection . There were 31 preschool age children and 5 staff members present during the inspection. The facility was toured for a health and safety inspection. The facility operates from 6:30am – 6:00pm, Monday – Friday. This facility also holds a license for an infant (Facility #013412610) component. There are 3 classrooms for preschool component. Preschool A (1st room on the right side of the hallway), Preschool B (2nd room on the left side of the hallway) and Preschool C (3rd room on the left side of the hallway). LPA observed all classrooms to have ample age-appropriate materials for the children’s learning and play. All toxins, cleaning products, and hazardous materials were observed to be in inaccessible areas. LPA verified there were no medications in the faciltiy. All children’s bathrooms are located inside of the classrooms. LPA observed all bathrooms to be clean, well maintained, with ample number of sinks and toilets. All diapering materials were properly stored as well. All napping materials were observed to be well maintained and properly stored. The facility provides sleeping cots, and all bedding is brought from home. All children have access to clean drinking water in each classroom. There are multiple properly working smoke detectors, carbon monoxide detectors,3A40BC fire extinguishers, and first aid kits in facility. The facility does not transport children. Page 1 of 3 LPA observed the kitchen to be clean, well maintained, and is made inaccessible to the children in care. All food on site was observed to be properly stored. LPA observed bags of crackers in the kitchen that were properly stored but did not have an expiration dated printed. LPA informed the director and cook that it would be best practice to label once it is removed from the packaging boxes. The facility provides breakfast, lunch and snack. All food that is brought from the children’s home will be properly labeled and stored. The outside play yard was observed to be fully fenced, well maintained, with ample age-appropriate materials for the children. All play materials for the children were observed to be clean and in good repair. The play structure is anchored into the ground with ample cushion under the slide to prevent injuries. There is also shade for the children. LPA did not observe any harmful or unattended bodies of water in or around the facility. All staff working at the facility have obtained a criminal record clearance. The fire/disaster drill log is complete with the last drill logged 11/14/2025. All required postings, including the menu are posted in the entrance of the facility. The sign in/out is conducted electronically on Care Connect App. LPA reviewed children’s files, staff files, and the facility files. Director was reminded that California law requires facilities to report unusual incidents and/or injuries to children in care, to the child's parents, and to the Department within 24 hours by phone. Within seven (7) days from the incident, facilities must submit the Unusual Incident/Injury form (LIC 624) to the Department. Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Facility director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Page 2 of 3 Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred licensee [or facility representative] to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) Incidental Medical Services (IMS) policy was discussed.
