What the inspector wrote

On December 17th, 2025 at approximately 10:35am, Licensing Program Analyst (LPA) April Wright met with licensee Rosario Guzman for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the home by the licensee. There were no children present during the inspection. LPA toured the home to conduct a health and safety inspection. Hours of operation are 6:00am - 6:00pm Monday through Friday. The single story consists of 3 bedrooms, 2 bathrooms, living room, kitchen/dining area, family room area, front and back yard and garage. The home was neat and orderly with heating and ventilation for safety and comfort of children of in care. There are age appropriate toys that the LPA observed to be in good condition, free of visual damage or hazards. LPA observed and licensee confirmed that there are no hazardous materials, including cleaning products, chemicals or toxins present during the inspection. LPA observed and licensee confirmed that there are no pools, hot tubs or any other visible bodies of water present in the home or accessible to children in care. The home has a fully charged 2A10BC fire extinguisher, working smoke/carbon monoxide detector, fully stock First Aid Kit and mobile telephone. Licensee confirmed and LPA observed that there no firearms or weapons of any kind located in the home or on the premises. On limits: Hallway bathroom, living room, and enclosed day care room. Off-limits: 3 bedrooms, family room, master bathroom, kitchen/dining room, and garage. The off limits areas are and will be made inaccessible by closed and/or locked doors and visual supervision. The isolation area Is an area in the living room which will be away from other children in care. There is no fireplace located in the home. See LIC809C for continuance. All individuals subject to criminal record review have a clearance or exemption and have been associated to this Family Child care home (FCCH). Licensee currently has no children enrolled in care. Licensee only cares for their grandchildren at this time. Licensee has all required licensing forms needed when children are enrolling in care. Licensee does not have a current facility roster due to no children currently enrolled in care. CPR/First aid certificate was completed and expires on 7/2026 and Mandated Reporter training has been completed. All required forms are posted and visible for public review upon entry to the day care room. The licensee is in compliance with the immunization laws which pertains to all childcare providers. Licensee was reminded that training certificates must be renewed every 2 years. Licensee Guzman is aware that they should have knowledge of all Title 22 Regulations and follow all Title 22 Regulations at all times, as well as follow manufacture guidelines for all equipment in the facility. LPA reminded licensee that all Tile 22 regulations can be found on the CCLD Program website www.cdss.ca.gov/inforesources/community-care/policy/laws-and-regulations . Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Guzman confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. There were no deficiencies cited during todays inspection. A notice of site visit was given and must remain posted for 30 days. Report was read and reviewed with licensee Rosario Guzman.
